Commissioners examined how recent state law changes affect middle-housing (2–9 unit) permitting and the newly codified 'summary review' procedure that streamlines certain applications in mixed-use and transit-community areas. Staff noted the need to be consistent with the statute and described summary review as a limited, administrative pathway for qualifying projects in specified zones; the commission asked staff to confirm the statutory text (the transcript references CGS §8‑3b) and to align tables so that larger projects that exceed height or bulk limits still require special permit review.
The commission agreed to a final internal review in August and to schedule a public hearing in September to present consolidated changes and solicit public input. "We'll move forward with the public hearing in September once we've seen it all and answered the last questions," the chair said; commissioners flagged remaining items to be finalized before the hearing, including the MUD phasing language, WBR updates and short‑term rental policy coordination with the mayor and council.
