Commissioners recess to executive session; personnel actions reviewed by county staff

Following the consent docket on Feb. 17, 2026, Commissioner Judy Dodge moved "to recess the Regular Meeting at 9:40 a.m. to Executive Session to discuss Appointments, Dismissals, Demotions, Job Postings, Negotiations, Resignations, Discipline, Pending Litigation, Employments, Real Estate and Economic Development," and Commissioner Mary A. McDonald seconded the motion. A roll-call vote recorded Commissioners Rice, McDonald and Dodge voting in the affirmative and the motion carried.

The executive session was called to order at 9:41 a.m. "Personnel Actions were presented by Michael Colbert," the minutes state. Colbert presented a list of personnel items the minutes enumerate: voluntary terminations, suspensions, amendments, end of short-term disability, rate adjustments, part-time regular adjustments, temporary upgrades, class changes (certification received), retirements and promotions within departments, plus other miscellaneous personnel matters. The board reviewed those actions during the executive session; the minutes record that the executive session adjourned at 10:35 a.m.

The regular meeting reconvened at 10:35 a.m., and with no further business the meeting was adjourned at 10:36 a.m. The clerk certified the minutes. The minutes do not record public discussion of the personnel items or individual vote tallies tied to each personnel action in the public record; the entry reflects internal review during the executive session.
