CEBCO reports Fulton County employee health-plan loss ratio at 78.3% for Q3 2025

Melissa Bodey of CEBCO presented the third-quarter 2025 benefits update (Oct. 2024–Sept. 2025), reporting that Fulton County averaged 258 employees for the period and had an overall loss ratio of 78.3. Bodey said the county’s dental loss ratio was 103.7% and vision loss ratio was 100%, and she reviewed Anthem cost and utilization breakdowns by service category and the top inpatient and outpatient facilities used by county members.
Bodey provided utilization percentages for Anthem services (inpatient 12.3%; outpatient 50.3%; outpatient ER 7.8%; primary care 7.2%; specialty care 22.8%) and listed the top five inpatient facilities (Toledo Hospital; Defiance Regional; Parkview Regional, Ft. Wayne; FCHC; Mercy St. Vincent) and top outpatient providers (FCHC; Toledo Hospital; University of Toledo; Mercy St. Vincent; U of M). The board thanked her for the update.
