The Windsor Selectboard authorized placing a bond question on the Town Warning that would allow general obligation bonds or notes up to $500,000, subject to federal and state grants and reserve funds, to be issued toward acquiring a ladder truck (the agenda lists an estimated project cost of $750,000). T. Marsh advised that the board must authorize placing the question on the warning; J. Johnson moved to do so and T. Howard seconded. The board recorded a unanimous roll-call vote to place the question on the warning.
The ballot language read in the agenda states: "Shall general obligation bonds or notes in an amount not to exceed FIVE HUNDRED THOUSAND DOLLARS ($500,000), subject to reduction by the application of federal and state grants-in-aid and reserve funds, be issued for the purpose of acquiring a ladder truck, the estimated cost of such improvements being SEVEN HUNDRED FIFTY THOUSAND DOLLARS ($750,000)?" The authorization to place the question on the warning does not itself commit the town to issue debt; the board’s vote permits the question to be presented to voters at Town Meeting.
