Selectboard approves FY27 five-year capital plan that draws $100,999 from capital fund

The Town of Windsor Selectboard voted Jan. 28 to approve the FY27 five-year capital plan and a planned draw of $100,999 from the town’s capital fund. Town staff listed four transfers to the General Fund totaling $100,199: $33,746 to upfit a new police cruiser; $12,348 to cover an unbudgeted payment for a 2024 Case Loader; $32,634 to cover an unbudgeted bond payment for new HVAC systems at Town Hall; and $21,471 to reimburse interior painting completed in 2025.
T. Marsh presented the plan to the Selectboard and the Budget Committee and answered questions before the board approved it by a roll-call vote. J. Johnson moved to adopt the plan with T. Howard seconding; the board recorded a unanimous vote in favor. The agreement to include these specific transfers will be part of the town’s capital accounting presented at Town Meeting and in upcoming budget documents.
