LCB enforcement unit forms information-sharing group to help licensees after thefts

The Liquor and Cannabis Board heard Tuesday that its Enforcement and Education unit has created an Information Sharing Group intended to improve detection of crimes against licensed cannabis businesses and to give licensees more immediate support. "We created the ISG in 2025 to address these 2 issues," Lieutenant Lou D'Amalo said, describing an effort to tackle underreporting and cross-jurisdiction information gaps.
D'Amalo said the group meets twice a month and includes cannabis enforcement officers, members of the examiners unit and administrative support. To address the first problem — licensees not always reporting victimizations — the ISG is producing a checklist that compliance consultants can leave with a licensee after an inspection and a wall poster prompting steps to ensure LCB is notified. "We're putting together a checklist... that they can actually give to a licensee," he said. The examiners unit also developed a dashboard that flags inventory adjustments labeled theft or crime, allowing staff to reach out when a licensee records a loss.
Board members praised the collaboration. The board asked whether the LCB could do more to require or encourage reporting; the chair likened the idea to healthcare 'sentinel-event' reporting to spot systemic patterns. The presentation closed with the agency saying it will continue to refine the ISG and report back on outcomes.
