Later at 9:23 a.m. the board again entered executive session for 15 minutes with Todd Luckman, Road Superintendent Joe Gardner, Mary Theis (by phone) and Kristie Richter present; the session was extended by five minutes and the board returned to open session at 9:44 a.m. with no action taken. The minutes record the purpose as discussion of non-elected personnel; no personnel actions or votes were recorded in open session.
