Royal City outlines $12–15 million capital projects plan, eyes design funding in October 2025

City staff presented an overview of current and planned capital facility projects during a Feb. 18 special City Council session. Anderson Perry consultant Jake Hollopeter outlined recent completions and a broad list of future work across water, wastewater, transportation and parks.
Hollopeter told the council the wastewater program and related site improvements carry an estimated cost of $12–15 million for design and construction, and that the city could apply for design funding in October 2025. Mayor Michael Christensen and Finance Director Janice Flynn were present for the presentation, and Public Works Director Curt Carpenter later recommended the city consider a third‑party rate study to inform financing decisions.
The presentation listed recent or completed projects — a water main replacement (with a closeout hearing pending), a small water system plan (closeout hearing pending), an overlay project, the Apple Avenue sidewalk project and a chip seal project — and previewed multiple future projects across utility and transportation systems.
