Public comment at the Feb. 18 Royal City Council meeting focused on enforcement of the city's rule that itinerant vendors not sell within 300 feet of the entrance to an established business.
Marisol Celis of the Grant County Health District said she was unable to access Royal City's municipal code on the city website and "would not have issued a GC Health permit" had she known about the 300-foot distance rule. Cara Hoyt read the ordinance language limiting itinerant vendors and said "competition is good for the consumer." Resident McKenzie Anderson presented ordinances from three other cities and argued Royal City does not enforce its codes; Anderson urged longer required storefront hours and suggested the city double the mobile-vendor license fee. Yolanda Castadeda said a mobile vendor operated by Sandra Serano was selling items that overlap with Castadeda's business; Serano replied that her offerings include "coffee and Red Bull w/Lotus."
The exchange raised enforcement and interjurisdictional permitting questions for council members. The comments prompted council discussion but no formal policy change was made during the meeting. The council did not schedule a specific follow-up action on the vendor rule at the Feb. 18 session.
