Elk County chair authorized to negotiate counteroffer on Dove Road property

During the special meeting, Commissioner Doug Hendricks moved and Commissioner Perry Russell seconded a motion “to approve Chairman Liebau to be the negotiator and make a counter offer on the property at Dove Road, Moline KS.” The motion carried 3-0. The meeting record states a verbal offer of $23,500 had been made; the board did not disclose further terms in open session. County Clerk Kerry E. Harrod was present for the discussions recorded in the minutes.
The action directs the chairman to engage in further negotiation on the parcel after a confidential executive session led into the public action. No additional votes or public disclosures about the counteroffer amount were recorded in the minutes. The meeting adjourned at 4:15 p.m.
