The commission considered allowing CID funding for macadamized (seal‑coated) roads only after 75% of the development is fully built out so that roads are not damaged by construction traffic. Staff presented three options for road improvements under a CID: Option 1—road base stabilization with an initial double seal coat followed by recurring seal coats (with county maintenance entering the cycle after a determined period); Option 2—initial double seal coat followed by an asphalt lift and later county participation; Option 3—landowners contract privately for improvements. Commissioners discussed updating county seal‑coat standards and signaled support for a two‑thirds threshold and 75% build‑out requirement before proceeding with CID seal‑coat projects.
Public Works Director Brendan Mackay and County Administrator Myers noted that choosing Options 2 or 3 would affect the Ellis County Asphalt Road Maintenance Plan and overall asphalt mileage maintained by the county; commissioners indicated willingness, in principle, to adjust the plan to accommodate certain CID outcomes.
