Staff outlines water, sewer, health and stormwater conditions for National Road proposals
Summary
Planning staff told the RZC that both properties have access to public sewer and water but are not connected; expansion may require hooking up if on well/septic, CCCHD approval is required for parking expansion, and an engineer-prepared stormwater plan and ODOT coordination (including a separating fence) are required.
Clark County planning staff told the Rural Zoning Commission that both parcels on W. National Road have public sewer available but are not connected and that 12055 has public water available though it is not currently connected. Staff said the Clark County Combined Health Department would need to review any expansion—especially if the site uses well and septic—and that an engineered stormwater management report must be prepared and approved by the county engineer prior to development.
Staff also said the applicant must coordinate with ODOT for any new outlet to storm sewer at the intersection; ODOT indicated it would grant another access point provided a separating fence is installed between the salon and the proposed car lot. Stephanie Dunlap cited Section 803 of the zoning code for lighting specifications and said she would provide that section to the applicants for reference.
