Clark County Planning Commission members voted unanimously on Feb. 4 to recommend approval of Rezoning Case Z-2026-02, which would convert 0.5 acres at 12067 W. National Road from A-1 (Agricultural) to B-3 (General Business) for a proposed used-car sales lot of 2–20 vehicles.
Staff advised the commission that automotive sales are a permitted use in B-3 and that the request is contingent on a rear setback variance and a gravel parking variance to be approved by the Board of Zoning Appeals. The record states the recommendation was made "contingent on the staff recommendations including conditions from the engineer’s office and the utilities department." The engineer’s office also requires a site plan and stormwater management report prepared by a registered Ohio engineer, and ODOT indicated an additional access point would be allowed if a separating fence is installed between the salon and the car lot.
Commissioner Rittenhouse moved and Mr. Jay Kitchen seconded the recommendation; the commission voted yes with no recorded opposition. The applicants told commissioners the salon has operated "three years" and that their lease remains in place "for a couple of years." The recommendation will be forwarded to the Rural Zoning Commission and county commissioners for public hearings and final decisions.
