The Clark County Planning Commission recommended approval of Rezoning Case Z-2026-01 (12055 W. National Road) on Feb. 4, 2026, moving the parcel from B-2 (Community Business) to B-3 (General Business) so the existing hair salon may continue and an adjoining used-car sales lot could expand in the future.
Staff presented the site and noted that automotive sales are a permitted use in the B-3 district and that the hair salon falls within uses allowed from the less-intensive districts. "Staff recommends that the request be approved for 10255 W. National Road, with the condition of a variance for the front setback from SR 235 to be approved by the BZA," the record states. The recommendation also included conditional requirements: BZA variances, health department/site approval for any parking expansion, and engineer review and approval of the site plan and stormwater report.
Commissioner Sky Schelle moved and Commissioner Rittenhouse seconded a motion to recommend approval "as presented, contingent on the staff recommendations including conditions from the engineer’s office and the utilities department," and the commission voted unanimously. Dr. Don Wallace told the commission he had contacted Bethel Township trustees, who "did not object," and the applicants confirmed the salon has operated "three years" and that their lease remained for "a couple of years." The commission noted that ODOT will permit another access point provided a fence separates the salon from the car lot.
