He said two findings requested the city create a clean-energy implementation plan and report greenhouse-gas emissions despite Ruston purchasing power from the City of Tacoma rather than generating its own electricity.
Hopkins said the Department of Commerce suggested raising the matter with the Legislature because the law’s requirements appear to assume energy generation or local control of supply. Representative Jake Fey said he would assist the mayor in navigating CETA administrative requirements and their costs, and the council noted the potential budgetary implications for small cities.
