TerraCotta seeks taller building on Lot 15 as EPA liens stall Point Ruston redevelopment

Mayor Bruce Hopkins told the council that TerraCotta has submitted a site-plan review for Lot 15 at Point Ruston and is requesting a "prominent places" designation that would permit greater building height if the Planning Commission and City Council approve it.
Hopkins said the redevelopment push is complicated by outstanding EPA liens on multiple parcels. "The EPA has not released its liens on the property," he said, adding that the EPA may transfer ownership concerns to the Department of Ecology for long-term disposition of the OCF parcel. He said TerraCotta has offers pending on most Point Ruston properties except the OCF, which TerraCotta does not want because of potential liabilities.
Hopkins also referenced findings in the Environmental Impact Statement, noting that the crossing of 51st Street and Winnifred Street should be signalized based on traffic analysis. He said he plans to work with Parks Tacoma and the Clerk-Treasurer to gather public feedback and to explore signalization options while the lien issues are resolved.
Next steps noted at the meeting include referral to the Planning Commission for any designation change, continued coordination with state agencies on liens, and local outreach on traffic mitigations.
