Clark County approves AFSCME contract for Job and Family Services employees

The Board of Clark County Commissioners on Feb. 4 approved a contract between Clark County and AFSCME Local 1939 covering bargaining-unit employees at the Department of Job and Family Services for Jan. 1, 2026 through Dec. 31, 2028. The add-on resolution passed on a unanimous roll call.
Tom McGrath, director of the Department of Job and Family Services, said the contract focuses on recruiting and retaining staff. "JFS has a large number of vacancies, but they will not be able to fill all of the vacancies due to the increases. The county hopes to get people in and keep them for 5 or 6 years," McGrath said, describing lengthy training time and recent turnover.
The board authorized the County Administrator to execute the contract and related documents. Stephen Lanham, AFSCME representative, thanked commissioners and staff for their work on the agreement. The motion to approve was moved and seconded and recorded as Commissioner Lohnes, Yes; Commissioner Rittenhouse, Yes.
County officials said the contract is intended to stabilize staffing levels in a unit critical to public assistance and child-welfare work; no specific incremental pay tables or other line-item details were read into the record during the meeting and are therefore "not specified" in this account. The next administrative step is execution of original documents by the County Administrator.
