The Upson County Board of Commissioners approved SPX2026-01 on July 14, granting a special exception for a new cell tower in the A-R zoning district on the south side of Andrews Chapel Road (tax parcel 069 023). The applicant and property owner, identified in the agenda as APC Towers IV, LLC and Chirs Anthony Foster of Decatur, requested the exception; the board opened and closed the public hearing and adopted the proposed conditions by unanimous vote.
A local resident, Maltaniah John, spoke in favor of the project and presented a copy of the plan to be kept with Minute Book 23. The transcript records that the board approved the special exception with conditions; the motion passed unanimously.
