The Tioga County commissioners unanimously adopted Resolution No. R-16-25 authorizing submission of an application to the Pennsylvania Department of Community and Economic Development for Community Development Block Grant (CDBG) funds, citing the Housing and Community Development Act (42 USC 5301) and 24 CFR Part 570. The resolution also certified the county’s citizen participation process and authorized the chair to sign required application documents.
The board also adopted Resolution No. R-17-25, establishing county goals for minority business enterprise (MBE) and women’s business enterprise (WBE) participation for contracts funded by the CDBG program: approximately 5% for MBEs and 3% for WBEs (targets for the 2025 CDBG grant budget). The minutes record that individual project goals may vary based on project analysis.
