Willow Heights approved as golf-cart community; ordinance adds subdivision streets

Kevin MacDonald, president of the Willow Heights Homeowner’s Association, asked the jury to designate Willow Heights Subdivision as a golf-cart community to align it with adjacent Cypress Bend. "The HOA and residents are aware that passage of an ordinance does not allow golf carts on public streets until permits are obtained from the parish," MacDonald said, noting awareness of permit, lighting and driver-license requirements.
Juror Julianna Parks confirmed the subdivision is in her district and emphasized compliance with local and state laws; Parish Engineer Eric Hudson and jurors discussed signage and enforcement details. The jury moved to designate Willow Heights as a golf-cart community, and the motion carried with John Ed Jorden voting no. The body subsequently adopted Ordinance No. 5108, amending Chapter 118 (Traffic and Vehicles) to add Willow Heights streets to Section 118:103(d). The ordinance references La. R.S. 32:299.4, the state statute authorizing local golf-cart regulation.
Officials noted that passage of the ordinance does not itself allow golf carts on public roads until the parish issues required permits and signage is installed.
