Resident asks Bossier Parish jury to expand animal-control rules parishwide

Andrew Hydro, who identified himself as a resident of Turtle Creek Subdivision, told the Bossier Parish Police Jury he wants Chapter 14, “Animals,” amended so law enforcement can enforce basic animal controls parishwide. "I requested that Chapter 14, ‘Animals,’ be amended to include all areas of the parish to allow law enforcement to enforce basic animal controls parish wide," he said.
Hydro said his complaints focus on "basic responsibilities of pet ownership," including animals roaming and extended barking, and that neighborhood social media is often "inundated with posts regarding loose animals." Parish Attorney Patrick Jackson replied that provisions already exist in the Code of Ordinances for at least three of the five complaints Hydro raised — including prohibitions on abandonment, poisoning and creating a public nuisance — but acknowledged that a parishwide leash law is not currently part of the code.
Jurors took Hydro's remarks under advisement and suggested the matter be referred to the appropriate committee for further consideration rather than acted on immediately. No formal motion or ordinance was introduced at the May 6 meeting; Hydro said he understands a resolution cannot be accomplished that day and wanted the jury to be aware of Turtle Creek residents' concerns.
