Parkside CRA update: master plan projects, funding and cultural-center gap

County staff presented an update on Parkside CRA projects, the citizen master plan and recent financials, and highlighted a growing need for event space after the community center was destroyed by storm damage.
Whit Buchanan summarized Parkside’s history (est. 2010; citizen master plan 2011; sunset 2031) and project activity: multiuse trails, Harbor/Oleane Boulevard improvements, Lake Betty and Maguire Park phases and the Caringway/Brinson sidewalks. He said total TIF collected through FY25 was $7,978,292 with FY25 receipts of $1,660,410. Buchanan noted the capital loan repayment will conclude in FY26, which will change the fund balance trajectory.
Commissioners asked whether TIF and CRA funds are retained in a separate redevelopment fund (staff confirmed they are) and whether sales-tax-funded projects could be backfilled so sales-tax proceeds become available for other priorities. Board members also raised the post-storm need for an event space and whether the Parkside master plan still captures remaining capital projects; staff said most planned capital projects are accounted for and that the cultural-center replacement will require separate discussion.
