County presents Charlotte Harbor CRA update; Sunseeker parcel dominates assessed value

County management fellow Whit (whip) Buchanan presented a performance and project update for the Charlotte Harbor Community Redevelopment Area, including project histories, recent and projected TIF revenues, and major active projects.
Buchanan told the board the Charlotte Harbor CRA was created in 1992 and has a current sunset date in 2036. He highlighted projects tied to the US-41 pedestrian promenade, Live Oak Point improvements and a recent Sunseeker Resort expansion that together account for a substantial share of the CRA’s assessed value. Buchanan said total TIF revenue collected through fiscal year 2025 totaled $8,576,434, with $2,587,000 collected in FY25.
Commissioners discussed whether to start planning to cap or sunset the CRA earlier than 2036 if project needs decline, but several members noted outstanding hurricane-recovery work (piers, Riverwalk) and asked for a July cash-flow/ROI analysis that shows projected TIF receipts, FEMA reimbursement probabilities and project timelines before deciding on sunsetting. Staff agreed to return in July with a deeper financial analysis and project status updates.
