Board weighs notice and hearing timing for MSBU assessments; July hearing likely for new lagoon MSBU

John Elias presented the timeline: community outreach meetings in early April for Manasota and Don Pedro, a May 19 workshop to review MSBU rates, a proposed July 22 initial assessment resolution (which would not legally require mailed individual notices but could be supplemented by staff if the board chooses), August mailings with proposed rates, and a Sept. 8 final assessment/public hearing (which is already a heavy agenda day). Elias said mailers could include rates from the July 22 meeting if the board wanted to proceed that way.
Board members signaled they did not want multiple MSBU public hearings to collide on Sept. 8 and directed staff to consider a standalone July hearing limited to Basil Lagoon’s new MSBU. Staff agreed to provide a separate notice plan for Basil Lagoon and clarified that the September hearing remains legally required for final assessment resolution. Commissioners also asked that staff include clear maps and parcel lists with mailed notices.
