County proposes Basil Lagoon dredge and a new MSBU to restore navigation

Kevin Plesser of PFM described the project scope and estimated cost: "the project is provided, the information provided was the a total cost of around $815,000 fully financed at around $930,000," and explained the financing would generate annual gross and net debt service allocations across about 144 parcels in the impact area. The proposed methodology allocates assessments to parcels with direct lagoon access (docks, ramps, landings) and accounts for condominium association common elements that provide shared access.
Commissioner Truax raised navigational concerns about a nearby sandbar not drawn into the current project area and asked staff to consider expanding the dredge limits for efficiency. Staff acknowledged sand movement and agreed to re-evaluate the eastern area for potential inclusion, citing mobilization cost concerns if additional dredging is needed later. Commissioners pressed staff for clearer per-parcel math (par debt vs annual assessment) and for follow-up maps and bathymetric clarifications; staff committed to returning with corrected calculations and more detailed maps before advancing notices and hearings.
