Applicant Noah Swimley told the Board he intends to create a history museum and a military surplus store and that a display vehicle may be parked outside but would not be for sale. Supervisor Dewey L. Ritchie asked about proffering a prohibition on selling military vehicles; Mr. Swimley said he would be willing but staff and Supervisor Matt J. Dale clarified that proffers are voluntary and cannot be required by the Board. Supervisor Joel L. Hensley moved to approve the amendment; Supervisor Dewey L. Ritchie seconded; the motion carried 4‑1 (Ritchie voted Nay recorded as the dissent in the minutes).
The minutes list permitted B‑1 uses and a specific wastewater limit for craft brewery usage not to exceed 140,000 gallons of wastewater effluent per year under the proffer conditions.
