Board denies special-use permit for contractor operation citing 20-foot shared right-of-way and traffic concerns

Deputy Zoning Administrator Daniel J. Barnett presented SUP26-0562 for a small contractors operation proposed by David Stoltzfus for property at 6501 Sunday Drive in Mount Crawford. Stoltzfus said he began the application process once he learned a special-use permit was required and described Fundamental Siteworks as a family-run contractor business intending to operate at the location for a 5–7 year period while establishing the company.
Multiple neighbors and supporters spoke in favor, but adjacent landowners and an attorney for George Homan opposed the permit. Attorney Katherine Mann stated the parties share a 20-foot right‑of‑way that the Homans had paved at their own expense and expressed concern about heavy-equipment damage and increased stormwater runoff; George and Toni Bailey also opposed the request, saying the operation appears larger than the County’s definition of a “small business” based on employees, vehicles and equipment observed. On motion by Supervisor Wolfe-Garrison on behalf of Chair Longcor, seconded by Supervisor Hensley, the Board denied SUP26-0562 by a roll-call vote recorded 4–0 (Leila C. Longcor absent).
