Board adopts county Generative AI policy requiring human review and banning confidential inputs

The Rockingham County Board of Supervisors voted May 27 to adopt a Technology Generative Artificial Intelligence policy that sets rules for employee use of generative AI tools and requires human oversight.
Director of Technology Michael L. Bowen presented the policy and the Board approved it on a motion by Supervisor Matt J. Dale, seconded by Supervisor Sallie Wolfe‑Garrison, by roll call vote 5‑0. The minutes include the full policy text and definitions covering scope, acceptable and prohibited uses, monitoring, and violations.
The policy text included in the minutes states, in capitalized guidance, that "Confidential Information must NEVER be entered into any Generative AI technology." It limits county use to Technology‑approved tools, requires manager and Technology approval for new tools, forbids unapproved consumer AI for county business, and requires a disclaimer on externally distributed materials generated in whole or in part by AI.
The policy also directs Technology to monitor compliance and allows disciplinary measures for violations. It clarifies that the policy applies only to Generative AI tools (not analytics systems such as spam filters) and specifies that training or corrective action may be required for users who misuse approved tools.
