Board approves VDOT secondary road allocations after residents urge earlier fixes for Bloomer Springs Road

The Rockingham County Board of Supervisors approved Virginia Department of Transportation’s (VDOT) proposed Secondary System Construction Program estimated allocations on a roll-call vote recorded 5–0, following a joint public hearing on the Fiscal Year 2027 Secondary Six‑Year Improvement Plan.
VDOT Residency Administrator Donald F. Komara summarized recent and planned work: “5 miles of rural rustic roads have recently been completed, 2.6 miles are under construction, 1.7 miles are under design, with future projects totaling 12.7 miles,” and then reviewed a multi-page project and cost table. After the presentation the Board voted to adopt the estimated allocations as presented.
Residents speaking during the hearing pressed the Board to accelerate work on Bloomer Springs Road. Stacy Shifflett said she has used the gravel portion for 46 years and asked the Board to consider improvements sooner than the currently scheduled 2032 date. Lawrence Hensley told the Board that heavy dust from the gravel surface prevents outdoor family activities and requires frequent grading and graveling that is only temporarily mitigated by calcium chloride treatments.
Chair Leila C. Longcor closed the joint hearing at 3:45 p.m. and the Board then moved to adopt the allocations. The adopted SSYP materials list multiple county routes scheduled for reconstruction or resurfacing through 2032, plus countywide allocations for unpaved roads, traffic services and traffic calming.
