Attorney Terry Kramer said the site is intended as a temporary catastrophic staging area (used up to 90 days after a natural disaster) and that the owner has applied for a plan development (PD) to address outstanding issues. Kramer described the site as large and complex: "It's an 800 acre site," he said, and asked for time to work through the PD process and other intergovernmental issues.
The magistrate found the violation proven, set a compliance window and assessed a $100-per-day fine for continued violations, and encouraged the applicant to coordinate with county staff on the PD process.
