Commissioners discuss Madison Lakes development agreement and proposed Article 8 updates to Development Regulations
Summary
Staff advised that the Madison Lakes development agreement, tied to 1999 ordinances, expires May 2; staff recommended allowing the extension to lapse and collaborating with Walton Georgia and residents on a new PUD ordinance. The Board also supported proposed language to have the Planning Commission review variances and text amendments (Article 8) and added that language to the consent agenda.
Staff informed the Board that the Madison Lakes Development Agreement will expire May 2, 2026, and that the current agreement binds the project to 1999 ordinances that do not reflect current subdivision standards. Greyden Engineering, LLC, representing Walton Georgia, LLC, submitted a revised agreement and plan for consideration. Staff recommended allowing the current extension to expire and working with Walton Georgia and Madison Lakes residents to develop a new Planned Unit Development ordinance that would govern the project and allow phased submittals under then-current regulations.
Separately, commissioners expressed support for proposed updates to Article 8 of the Morgan County Development Regulations that would have the Planning Commission review and make recommendations on variance requests and text amendments; the Board voted to add that language to the consent agenda for formal approval. No motions were made on the Madison Lakes agreement itself during the work session.
