Jury awards $1.63M plumbing retrofit contract for maximum security facility

Jim Firth, director of operations, reported bids for Project No. 2026‑101 (plumbing retrofit at the Bossier Parish Maximum Security Facility), including a base bid and two alternates. Firth recommended accepting the base bid and Alternate No. 1 from Payne Mechanical Services for a total of $1,631,500 and rejecting Alternate No. 2. "The lowest responsive bid is Payne Mechanical Services and recommended acceptance of the bid and Alternate No. 1, rejecting Alternate 2, in the amount of $1,631,500.00," Firth stated.
Firth told jurors the accepted package is approximately $132,000 over the project budget of $1,500,000 and attributed the increase to material pricing and the time it took to package and bid the project; he said the additional funds are available in the Bossier Parish Corrections Maintenance and Operations budget. On motion by John Ed Jorden, seconded by Jimmy Cochran, the jury authorized awarding the base bid and Alternate No. 1 to Payne Mechanical Services and authorized the parish president or administrator to execute documents; a resolution to that effect was adopted unanimously.
