Board forwards small-scale plan amendment for 5905 Duncan Road to county commissioners

The Planning and Zoning Board voted to forward a small-scale plan amendment for 5905 Duncan Road (PAS-25-02) to the Board of County Commissioners with a recommendation of approval. The Board of County Commissioners is scheduled to hear the associated BCC adoption hearing on April 28.
Jay Shell of the Charlotte County Community Development Department told the board the site contains approximately 12.85 acres and that the request is to change about 4.64 acres from Low Density Residential and 8.21 acres from Agriculture to a Commercial future-land-use designation. "The property contains approximately 12.85 acres," Shell said, and he explained staff's view that commercial designation better implements the county's economic-center framework for the area.
Shell also noted the property lies within the coastal high-hazard storm surge area and FEMA flood Zone AE, and that staff recommended accompanying zoning controls through a Planned Development to limit potential adverse impacts to adjacent residential neighborhoods. Following questions from board members about PD limitations, a motion to forward PAS-25-02 (staff report dated 02/28/2026) passed unanimously.
