Commissioners ask staff to separate utility (ratepayer) debt from taxpayer debt in debt charts

County staff presented the debt policy objective—to preserve the county’s ability to issue debt under favorable conditions—and displayed a 20‑year chart showing declining overall debt since the early 2000s.
Commissioner Rick Doherty asked that the presentation separate utility or ratepayer debt (projects paid by water/sewer users) from debt paid by the county’s general taxpayers so residents can see which obligations are carried by ratepayers. "Not all taxpayers in Charlotte County carry that utility debt," Doherty said, and staff agreed to modify the graphics.
Staff also explained Murdoch Village debt is shown as a separate red line; the county has an internal loan structure that will be repaid as Murdoch collects TIF revenue, and staff indicated an internal transfer of $5,000,000 to the capital projects fund is planned as part of that accounting.
No policy change or vote occurred at the workshop; staff will return revised charts that split external utility debt from other county debt.
