Council approves consent calendar including ADU zoning amendment and election services resolution

Staff reported the ADU amendment was found exempt from CEQA under Guidelines §15061(b)(3) and drafted to comply with state ADU law and Housing and Community Development findings.
The motion passed by roll call vote; Mayor Pro Tem Ray Barragan and Council Member Jeff Troost were absent from the vote. The consent approvals allow staff to proceed with administrative steps tied to each item.
