Mayor Kelly Smith opened the hearing at 4:23 p.m.; no members of the public spoke on the item. A motion by Council Member John Chavez, seconded by Council Member Waseem Ahmed, to adopt the plan and approve submission to the California Department of Water Resources did not carry — Mayor Smith voted no and Mayor Pro Tem Ray Barragan and Council Member Jeff Troost were absent. The motion’s failure means the City will not submit the 2025 Urban Water Management Plan to the Department of Water Resources as proposed at this meeting.
The Urban Water Management Plan is prepared under California Water Code Sections 10610–10657; the council’s vote leaves the plan’s local adoption status unresolved pending further council direction or a future hearing. City staff did not receive any public comments during the hearing, and the council did not take an alternate action before adjourning. The council’s roll call vote was recorded by City Clerk Joann McClendon.
