East River's representative said the route followed an extensive survey and was the preferred option. The board amended the permit to add a condition requiring East River to follow up with Nelson regarding noise control and, after findings of fact, approved the conditional‑use permit on a 4–1 vote (Commissioner Terry Schlagel voted no).
