Vice Chairman J. Brick opened the meeting and asked for a motion to temporarily appoint Michelle Hess (CLEAN Communications/Treasurer) so the board would have a quorum for that meeting only. C. Ketchum moved the appointment, J. Lane seconded, and the motion carried as recorded in the minutes.
The minutes include an informational description of CLEAN@SilverLake — Citizen Led Environmental Action Network at Silver Lake — noting it is a not-for-profit formed in 2018 focused on water-quality improvement in the Silver Lake watershed and led by volunteers. The minutes make clear the appointment of Hess was intended only for the Feb. 18 meeting and was not framed as a permanent board appointment.
