Jurors discuss Library Board composition and potential legislation to change appointment structure

Questions about the Library Board of Control's composition were raised during the Policy and Procedures Committee meeting June 3. Ms. Pam Glorioso asked whether the police jury is the Library Board of Directors and whether the Library Board should be designated to select the Library Director.

Parish Attorney Patrick Jackson said the matter is governed by state statute: "the state statutes provide authority for a police jury to self appoint any boards it creates and advised that to be technically accurate, the police jury can appoint seven active members and five ex-officio members," he said. Jackson described the difference as largely "form over substance," noting that the police jury ultimately approves the library budget each year. Ms. Glorioso said she would like to pursue legislation to address the composition and the parish is working with the local delegation toward a 2027 regular session filing.
