Garden Solutions recommended for Whitesville Road Soccer Complex landscaping at $123,754; some landscaping to serve as playground grant match
Summary
Staff recommended awarding the Whitesville Road Soccer Complex landscaping contract to Garden Solutions at $123,754 and said portions of the landscaping cost may be applied as the local match toward a separate $350,000 playground grant that requires a 50% match ($700,000 total budget).

Jay Anderson told the commission that final landscaping bids for the Whitesville Road Soccer Complex had been received and recommended awarding the turnkey landscaping contract to Garden Solutions at the low price of $123,754.
Anderson said bids were submitted on a uniform proposal sheet with unit prices so the board could compare apples to apples. "Garden Solutions was the low price at $123,754 and so the staff recommendation is to go with Garden Solutions," Anderson said, and noted representatives were present in case commissioners had questions.
Anderson also explained the landscaping and the separate playground grant are linked: the county received a $350,000 grant and must provide an equal match, creating a $700,000 project budget; some landscaping work included in the current landscaping bid could be applied as part of the local match for the playground. Anderson said the playground procurement and final pricing would return at the next meeting. Commissioners asked about plant warranty terms; Anderson said contractors would be responsible for plantings for the first 30–60 days per the bid documents.
Staff will include the landscaping contract and the playground approval on upcoming agendas for formal action.
