The Winn Parish Police Jury voted to adopt Resolution #003 of 2025 supporting new construction of affordable rental housing for Mt. Grace Adult & Teen Challenge at 560 Deer Pen Road.
Author Robinson moved to adopt the resolution and Kyle Potts seconded; the motion passed with a recorded tally of 6 yeas, 0 nays, 0 absent and 1 abstained. Mindy Still, the parish finance manager who accompanied the presenters, said she is working with a grant writer to pursue construction funding.
Jessica Arcement, director of Mt. Grace and the state program manager for Adult & Teen Challenge, described the facility’s purpose and capacity. She said the women’s center on Deer Pen Road currently houses 32 students and 14 staff and interns and that the proposed new facility "will house 38 total," adding that the residential program runs 12–18 months and is provided free to students. Meeting materials cited a roughly 60% program success rate.
The jury’s resolution is a statement of local support for the project and was attached to the minutes. The discussion did not set funding commitments from the parish; Still said she is coordinating with a grant writer to pursue external grant funding and asked for the jury’s support in that application process. The resolution and supporting documents were made part of the official minutes.
