Jay, a county project staffer, briefed commissioners on change orders for the Whitesville Road Soccer Complex expansion. He said the project encountered unsuitable soils during grading and stormwater work, a common occurrence for sites built on former school properties, and that punch‑list and landscaping work remain.
"The list of the 6 different categories, adds up to $247,749.25," Jay said, noting that all work has been verified. Staff said the added cost will be covered from the county’s capital account with the plan to reimburse from SPLOST proceeds as applicable.
Commissioners asked whether funding would come from capital reserves; staff confirmed the plan and said the reimbursement approach mirrors the original contract financing arrangements. The board moved and approved the change orders as presented.
