Downtown pop-up shop application postponed after applicant absent

Interim City Manager Heather Garner introduced an application from Teresa Page seeking to hold a downtown pop-up shop on the first Saturday of each month, August through December 2026, from 10 a.m. to 2 p.m., with vendor spaces in the plaza. The applicant was not present for the meeting; City Secretary Andrea Ray said she had emailed an agenda but that she did not think she told the applicant to attend the council meeting.
"It could be my fault Mrs. Page is not here tonight, I did email her an agenda, but when I spoke to her, I don't think I told her to be here for the City Council Meeting," Andrea Ray said. The mayor asked that the item be postponed to the July 27 council meeting for further consideration; the record notes "NO ACTION TAKEN." Council did not vote on the application at this meeting.
If the applicant appears at the July 27 meeting, council will have an opportunity to approve, deny or place additional conditions on the event application.
