Mark Vernon presented the proposed PCPSA FY27 budget, which budgets $202,240 in revenues and expenditures, an $8,414 increase over the FY26 budget. Vernon said the proposed increase is largely driven by two new sewer fund line items to transfer funds to operating and emergency reserves.
The FY27 proposal recommends establishing a sewer emergency reserve target of $60,000 and building it via $10,000 annual transfers over six years. Vernon noted the recommendation follows VDH guidance for reserve targets and emphasized that the board should consider reserve-building alongside any rate changes. Directors were asked to review the proposal and supporting worksheets ahead of possible action in April.
