Sandy Beach Commission flags payroll risk as summer revenue lags
Summary
At the July 20 meeting, Treasurer Kathy VanOrmer reported a balance of $22,805.01, said Litchfield’s annual contribution for 2026 is paid, but warned that missing invoices and a pending Morris contribution threaten the commission’s ability to meet payroll through the end of summer.

Treasurer Kathy VanOrmer told the Sandy Beach Commission at its July 20 special meeting that the commission’s bank balance stood at $22,805.01 and that 100% of Litchfield’s annual contribution for 2026 has been received. She also recorded two additional entries described in the minutes as "Morris 2026" ($1,000) and "Litchfield 2026" ($2,000). Kathy said she has not yet received a payment from Morris that she expects for 2026 and has not received a bill from USA Hauling this season.
Kathy said the commission has had one fewer payroll week this year because of a later start to full-time beach operations and warned that meeting payroll through the end of summer will depend heavily on weather-driven revenue. Commissioners discussed reserve targets and agreed to revisit required carryover levels at the August meeting. Terry Connor has also begun outreach to outside partners (see timeline) in search of reduced rental fees or donations to shore up finances.
