Chairman Carol Bramley told the commission that Planner SN Villalba resigned effective June 30 after receiving “inappropriate, threatening correspondence” at her home from Michael Peloquin, a member of the Litchfield public. Bramley said Villalba had been leading the drafting of zoning amendments to bring the Town of Litchfield into compliance with recently enacted PA 25-1 and that Villalba’s professionalism and expertise had been invaluable to the Land Use Department and the commission.
With Villalba absent, commissioners reviewed a large set of drafted amendments required by PA 25-1 and identified areas needing more discussion. Commissioners asked to receive the full draft with redline comments by email and suggested seeking legal review of the amendment language before setting a public hearing; the commission continued discussion and agreed to revisit the item at the next meeting on August 17, 2026. Bramley said the threats reported to the commission contributed to Villalba’s decision to resign, and that the town must both protect staff and ensure adequate legal support while pursuing the required regulatory changes.
