County administrator Darren Myers explained the revision: the program would be funded with sales-tax revenue rather than property taxes, the pool would be split among local higher-education options (Fort Hays Tech North Central, Fort Hays State or similar local programs), and awards would target the county's workforce needs (road engineers, mechanics, nursing, etc.). Myers said the program would remain a one-year renewable award if recipients met eligibility standards and recommended a review panel composed of the HR director, the health director, and the county sheriff to evaluate applications. Commissioners agreed by consensus to proceed and asked staff to update the county website and application materials.
