Board authorizes design-build RFP to expand landfill methane extraction system

Director of Finance Rebecca F. Guthrie recommended the County use a design-build procurement for an expansion of the landfill methane extraction system, telling the Board the project meets the definition of a complex project because of grant timelines and federal reporting requirements. Guthrie said proposers must have experience with federal guidelines and reporting to ensure compliance with grant terms.
On a 5-0 roll-call vote, the Board authorized staff to issue a design-build request for proposal. Guthrie told the Board that a design-bid-build procurement is not practicable nor fiscally advantageous for this project given the time-sensitive grant obligations from the EPA and DEQ. Staff did not provide a contract price in the meeting record; the action authorizes an RFP process to solicit qualified firms.
