Council approves Performance-in-Lieu agreement for Meadowbrook TOD Phase 4

The American Fork City Council on Feb. 24 unanimously approved a Performance-in-Lieu Agreement with Woodside Homes of Utah LLC for Meadowbrook TOD Phase 4, allowing the developer to proceed with construction in lieu of posting an Improvements Construction Guarantee.
Council Member Ernie John moved to approve the agreement and Council Member Tim Holley seconded. John described the measure as an administrative step to authorize the agreement while ensuring the city's requirements are met. "The agreement will allow actual construction in lieu of providing an Improvements Construction Guarantee," John said. The motion carried with Council Members Hunter, John, Taylor and Holley voting yes; Council Member Staci Carroll was absent.
The council did not record detailed conditions of the agreement in the meeting minutes beyond the authorization to execute the documents and the formal vote. City staff were authorized to finalize and the mayor was authorized to execute the necessary documents.
Next steps: the agreement will be executed by the mayor and city staff will proceed with contract administration and inspection duties according to existing city processes.
