Kelly said the estimated project cost is about $5.65 million and explained there are two possible pump-house locations on the city-owned parcels; the northern layout would allow the southern parcel to be developed as a park connection. He cautioned that the drilling phase would take approximately two weeks and be a 24-hour operation, creating noise and likely resident complaints that will require upfront communication.
Finance Director Anna Montoya and staff also discussed utility-rate pressures in the coming year: a previously recommended $2 increase to stormwater fees has been delayed but remains on the table, North Pointe solid-waste fees will pass through to customers, and TSSD sewer rates are expected to rise next January. Montoya said pressurized-irrigation and culinary-water rates will also need future review as part of typical five-year adjustments.
No final decisions were made; staff flagged communications planning and mitigation strategies as necessary prior to construction and recommended rate items be scheduled for upcoming work sessions.
